Participating in INCRD
The Inland Northwest Community Access Network (INCRD) was developed to
provide a comprehensive directory of social, health, education, training and
other community services available in Spokane and the surrounding region.
Services are organized by program, rather than by organization. An organization
can have one or more programs listed on the site. There is no charge for an
organization to list its program on INCRD. Information on the site is updated
quarterly, although a program can choose to update more frequently
The site has two interfaces: public access and professional.
The Public Access Site can be accessed
by anyone with access to the Internet. There is no registration needed to access
the public site. The public access site can be searched by organization name, by
keyword, and by target group (children, ex-offenders, homeless, etc.)
Information provided through public access include program name, text
description, parent organization, phone (including toll-free and TTY), and the
addresses of program sites. An organization may elect to exclude their program(s)
from the public access site and be available only to registered professional
users.
The Professional Access Site contains
comprehensive information on each program, including eligibility,
contact names, bus routes, and other information necessary to assist
clients in accessing services. The Professional Access Site can be
searched in multiple ways, so that the user can generate a complete list
of services for which
the client is eligible, target the services by
neighborhoods, and refine the search to reflect specific client characteristics. To list
information on INCRD, we must set up an account for your
overall organization. Fill out the registration form so that an account can be established. Once your
registration is entered into the system, we will send you instructions to
begin entering your organization’s programs.
An individual must be a registered user to access the Professional Access
Site. While any organization can list its programs without cost on INCRD, there
is a modest annual charge to be able to use the Professional Access Site search
function. The fee is based on the number of users in an organization who will
search the site. This fee helps to defray the cost of updating and site
maintenance so that INCRD remains a valuable resource to the community.
Other INCRD services:
Because this database is kept up to date on at least a quarterly basis,
organizations that create directories for their members or provide other forms
of public information can reduce the cost of updating and organizing information
by using INCRD. INCRD performs updates that can be used by all, and provides
these user services:
Directory Printing: Users can select programs that they want to
include in their regular print directories, and download them for editing into
publishable form. The information provided is the listing that appears in the
Public Access Site. In the future, we hope to be able to allow selection and
editing online so that the directory document can be sent directly to the
publisher.
Syndication: Organizations that want to include resource information
for their constituents on their own web site can select programs they wish to
publish on their site. While the data remains on TINCAN's server, it appears as
if it is on the host organizations site. Because the INCRD data is kept
up-to-date, the host web site always has current program information available
to constituents. The information provided is the listing that appears in the
Public Access Site.

Becoming a registered INCRD user:
Fill out the registration form so that an account can be established. Once your
registration is entered into the system, we will send you instructions to
begin entering your organization’s programs.
This registration form will require the following information:
- Full Name of your organization
- URL (optional - only if you currently have an
organization web site)
- Name of the Organization User (This is the
person who is responsible overall for the organization's participation
in INCRD, but may not be the person that fills out the program
information. It is the person that we will call if there is a problem,
such as a program is not being updated, and we can't reach the program
user)
- Organization user's email address
- Desired password
- Organization users phone
